I see you had expressed a concern about scholarships not being assigned to any/enough English Wikipedia editors from India. As you probably know, this is a result of the system which places quotas based language, rather than geography: an editor who self-classifies as English-language contributor will go to the pool of the "large language community" group, where there is a very tough competition for scholarships. As far as I know, nobody disagrees that we have to invest on the wikis in Indic languages, so it makes sense that editors of those languages get a scholarship more easily (as they fall in "small language communities", where there is less competition for scholarships). Conversely, I don't see why you think there is a special need for English Wikipedia editors from India to be "represented": do you feel they're "underrepresented" within the English Wikipedia, or within India? And what benefit would there be for more of them to attend Wikimania? By the way, 14 such persons applied for a WMF scholarship and most of them had a rather low editing activity.
